So I recently bought a newer computer, my old one was ages old! I can only hit about 40 fps, and doing EDQ or anything similiar i lag out to no end. Any ideas?

So the main problem is I want to reduce lag, but I don't want to have to turn my graphics all the way back down if I don't have too. This computer is tons newer and better than my old one and I experience a lot more lag. My old computer I ran med graphics, now they are ~high to ultra high. Anti-scropic to 4, and all shadows are off.

It looks like your graphics drivers are current, so that's cool. Your Realtek audio drivers could be upgraded, but that wouldn't help your lag at all.
Turn off your Ansiotropic Filtering completely, just to see if you notice a major difference.
Another thing to try is to go into the control panel of your graphics card, and set everything in it to application-controlled. Sometimes graphics drivers will try and force certain settings onto games, but the games have a problem with certain settings being forced on them.

I tested during an elite vod, and dropped my graphics to the "low" setting, still have less than 20 fps during fighting. So not sure what I can exactly change. I've tried going into my video cards control panel, but it seems....weird and I can't find any changeable settings. I'm prolly in the wrong place and will look again. Thanks for looking and helping. Hopefully can get this fixed today.

Ok, Anti-stropic (sp?) down to 0 I notice no major change at all, still drop to near 0 fps while in big fights.

Go into the graphics and advanced graphics settings in DDO:
Disable Antialiasing
Enable Player Mesh Combining

Usually with ATI cards you'll be able to change the settings of the video card by opening Catalyst Control Center (ATI's video card utility, which is most likely already installed on your PC) and clicking on the 3D Settings section. As Dulcimerist suggested, try changing the settings here to "Use application settings".
Also try the following:
1. Click on the Windows "Start" button
2. Then click on "My Documents" or "Documents"
3. Double-click the "Dungeons and Dragons Online" folder
4. Within there locate and rename the "userpreferences.ini" file (eg. olduserpreferences.ini)
5. Relaunch the game, log in, and pause at the "server select" list
6. Before logging in click the first button in the row in the upper right-corner (the one with the single down-arrow on it)
7. Choose Options from the menu
8. In there under the "Repair" tab click to enable the "Reset game display settings" option and click ok
9. Then select your server and launch the game again
