    Default Graphics Hardware Level question.

    I have DirectX 11 installed, but the Graphics Hardware Level is still unable to be changed and set at DirectX 9. How can I enable it so that it can be changed?

    It sounds as though your operating system or graphics card doesn't support DX9.

    You didn't bother to list your system specs, so I can only guess at this point.
