At the character creation / log in screen in the lower left there is options and it can be changed there. requires a restart of DDO to take affect.
I am more of a fluorescent than incandescent

What video card do you have?
Direct X support is directly tied to Video Card model. If yours is older, an upgrade may be the only option.
