Here's my first stab at it. Enhs will have to be redone to fit AoV when it comes out.
One drawback is all the feat reqs means something gets backloaded: this build gets Manyshot by lvl 9 but can't take AA until lvl 12 and AoV until 15 or 18. This is partly my opinion and partly the person on MSN i'm making this for....I really don't want to lose Precise shot on any ranged toon I've ever played it was a PITA to hit anything before getting that especially in a full group and I'd rather have that than quicken but I do like the idea of dropping Bow Str for Manyshot and P-Dilly for R-Dilly...than I guess drop IC:Ranged for Rapid Shot?
Also I have no issue with back-ending AoV a bit she's more interested in the bow part....besides AOV IMHO is far more useful to melee types due to its range limit of 15feet but she wanted me to fit it in.

I consider Maximize & Quicken the bare minimum of metas I would want on any serious caster, even a novelty build like this. Somewhere I've got a rgr 6 / monk 2 / FvS 12 build if your friend really wants to focus on archery and just wants some extra heals & buffs on the side.

She says she doesn't really want to lose Leap of faith but shes interested. (I'm also intrigued as AAs and divines are out of my comfort zone for building) Can't seem to find it though
Basically she wants enough healing to keep one frenzied barb alive (just as a measure not that she'll be playing with one) not necessarily a raid healer....and she likes things to click on (she loves her monk)

Balancing a casting archer fvs is very difficult, IMO. Specifically, consider what you are getting out of the high wisdom compared to the option of putting those points into dexterity instead. DCs are never going to be high enough to matter considering multiclassing and missing feats like heighten and spell penetration and that is all it gets you. Consider dropping wisdom down to 8. Boost dexterity to 16 and charisma to 14 maybe (58 bonus SP, +2 UMD, don't need a charisma item for spells). Other options are to push constitution up to 16 or int up a few points (concentration, UMD, 1/2 balance are the important ones for me, maybe she likes jump too).
Zen archery is still useful letting you stay in stance and giving to option to go rogue dilettante + strength shot or ranger dilettante. Personally, I'd try to max dps and go rogue dilettante + strength shot.
Feats:
Monk bonus: toughness, zen archery
Wizard bonus: maximize
Helf feat: rogue dilettante
Chosen feats: quicken, WF: ranged, PBS, RS, MS, Strength Shot, mental toughness (swap for IC: ranged with the new PrE)
There are a few other ways to do this build while maintaining wings but not many. 2 ranger frees up 1 feat meaning you could take PS/IPS if you willing to forgo IC:ranged. 2 fighter + ranger dilettante frees up 2 feats so you can take PS/IPS. Overall, hard choice.
A few guidelines that you might find useful:
Don't make an archer without Many Shot.
Don't take Precise Shot without Improved Precise Shot.
Don't make a divine arcane archer that can't at least raid heal as it's combat abilities are never going to be too flash.
If you want to be wisdom based build a cleric instead.
