well, a cape would be an item, which would be wisdom skills, not wisdom itself, so no, it wouldn't apply to will saves, just wisdom skills like listen and spot.

As far as is it a good idea, without knowing your build and other gear, we can't really determine that.

It sounds like you’re building a Wizardry VI/Exceptional Spell point cloak. If that’s the case then yes, the bonus only applies to you WISdom based skills (Listen, Spot)

The main benefit of a Supreme Tyrant Greensteel <Item> of Earth is the ability to summon Dense Earth Elementals and the Earthgrab Guard.

Looking at your My.DDO profile it looks like you only have a Favored Soul and a Sorc. If you’re building a Spell point item for either of these characters you should seriously consider a Concordant Opposition item. The reactive guard effect for that item is pretty nice for any caster (Chance to gain Temp Hit Points or regen Spell Points.) and it works with the Transform Kinetic Energy efrfect from the Torc of Prince Rayium-De.
