Beginner crafting

I have read the beginner's guide, and really look forward to crafting items... but at what level do I start finding these items and ingredients? My highest level character so far is only level 10.

You're probably thinking about crafting Greensteel in the Vale of Twilight. You gain access once you're level 12 if you have the adventure pack. You will have a hard time though until you're level 14-15ish. Else theres crafting at level 12 in the attack on stormreach adventure pack. (Yea, you need some p2p stuff to craft.) Features some nice gear but only for some classes. Others are better of with other gear.

Crafting is currently mostly a high level pursuit.

Stone of Change crafting is technically low level, but it's usually a waste to use it on low level gear.

Risia festival crafting is probably the best low level crafting, but it's only available seasonally.

Other low level crafting is primarily "fix the broken/old/rusted item"-style crafting. Very limited.

However, Update 9 (sometime in April) will be introducing a new, more comprehensive, all-levels crafting. We don't have many details yet, though.

Up to recently, crafting was a high lv business, at 16+, but this is (finally) gonna change as of u9.

There is also a new crafting system supposedly coming out with Update 9, and should be accessible to every one.
