So your build seems to lack focus.

What do you want your bard to do:
Melee? Need Str and Con. You only need dex if TWF. You may want TWF or THF feats. Lower charisma (8-14). Level ups into str.
CC? Max Cha. Level ups charisma. Good con. Heighten Quicken Spell Focus/Past Life Feats Spell Pen.
Heal? Maximise and/or Empower Healing. Quicken.

You can normally aim to fulfill two of the above rolls.

Regardless, Mental Toughness and UMD are wasted feats.

The fact that you have bard past life selected makes me think you want to do some CC, but that isn't going to happen without some serious feat and stat investment.

So what do you think you want your focus to be?

To emphasize the focus question, I'll just leave that here:

Before you roll ANY kind of Bard, decide what you want to do with it.

    1. Crowd control SPELLS
    2. Heal
    3. Fascinate and buff
    4. Melee THF
    5. Melee TWF

Every Bard is good at #3. Now, the closer you get to either end of the spectrum I just posted, the harder it will be to do things at the other end of the spectrum well.

If your first priority aim is the best Crowd Control spells, that's very specialized on a Bard. If your aim is two-weapon fighting at 5. that's really specialized and you won't be able to afford all the feats or stats to do 1. or 2. as effectively as a Bard that decides to specialize in 1. or 2.

What's this? Specialization? On a Bard, the Jack of All Trades?

Yes. Generalist doesn't work so well in DDO, it's a min-max environment. So we gotta build our Bards a little different than in pen and paper or other D&D games.

    1. or 2. you build a Spellsinger, max out Charisma, and only put enough in STR to not get enfeebled easily.
    3. The best fascinate is Enthrall, which is only available to Virtuoso (which doesn't get much love because it's special song is more oriented for soloing or 6-man parties than for raids)
    4. Two-handed fighting makes for a melee Bard that has room in the feat list for some feats to support healing.
    5. Two-weapon fighting takes a lot of investment into feats and starting stats, and doesn't leave you much room for much else.

Some people build Warchanters with the same build stats as I'd build a for aims 1. or 2. but the Spellsinger gets extra DCs for spells over a Warchanter. So Warchanters are more suited to melee bards and Spellsingers for CC/healing bards.
And point you toward the thread where this quote is coming from, namely the bard primer linked in my sig.

Do you want more CC than Otto's Irresistable and Fascinate?

If you don't have 3 bard past lives already, don't build for it. Make it a 32 point build.

You can max strength on this build and still do everything you want with a warchanter. (Alternatively, you could max out CHA and play a spellsinger, but you cannot max out both and should not neglect to max either.)

Your strength: 18 base + 2 tome + 5 ability increases + 1 human adaptability + 6 item = 32. You will want to get it even higher with exceptional STR items.

This leaves you with 16 build points to split between CON and CHA. Two good options here:
    16 CON (10 points) / 14 CHA (6 points)
    17 CON (13 points) / 11 CHA (3 points)

Even starting with 8 CHA, a pure bard will get 20 CHA between +6 item, capstone, +2 tome, and Charisma II enhancements. Starting with more CHA lets you drop the item and some of the enhancements from your build and still reach 16 CHA to cast spells; alternatively, it just gives you more CHA for spell points. A common goal is to be "Disjunction-proof" (able to cast spells without item bonuses due to a debuff), and you can get there with 11 base + 2 tome + 2 capstone + 1 charisma enhancement = 16 CHA.

Starting with 17 CON gives you 17 base + 2 tome + 1 adaptability + 6 item + 2 exceptional CON item = 28 CON. Using human adaptability Constitution will unlock Racial Toughness III as well.
White Fang (newbie-friendly build) - TWF melee dps with self-sufficiency and rogue skills.
California King - the hagglebot craftbot alt build, pure Arty leveling with two-handed weapons.

The following builds are proven and will both do what you want:

    Elizabella- a charisma-based warchanter http://forums.ddo.com/showthread.php?t=159539

    Roq Star- a pure 2wf battlebard http://forums.ddo.com/showthread.php?t=177657

Most of the builds that people want are already posted and vetted on the forums. It just takes a few moments to search for them.
