Inscribe Scroll not working?

When I tried to inscribe a scroll I had in my inventory, an error message popped up saying I can only inscribe scrolls, even though I was trying to inscribe a scroll. Am I the only one experiencing this problem, or is Inscribe Scroll not working?

Scroll of the Antique Greataxe.

If you are serious, then here is a serious answer-

The Scroll of the Antique Great-Axe is used to upgrade a standard antique great-axe to an Epic Antique Great-Axe, it is not a spell. Being that it is not a spell, it cannot be inscribed to your spell book.
