There is a sticky that will have some useful information for you. When you log into the Account Management website, there are a set of blue buttons at the top. One of them is the 'Payment Method'. You can set up your credit card information using that and your country should show up as one of the options when you go to put in your address. At that point, you should be able to click the 'Get Unlimited Access' button and start your VIP access.
