If you're not splashing monk for AC and just looking for DPS then go half-orc

Actually outside of rage enhancements, horcs only get 2 str over a helf since both have 2 str enhancements. The end result is +4 dmg / -2 to-hit due to PA enhancements + 3 more haste boosts (this is where horcs shine). Outside of fighters/barbs, horcs may have some to-hit problems and will have to shut off PA more often than others, negating the dps boost from PA enhancements.

Horcs THF barbs are kings in their domain, but this doesn't translate as well for other setups.
On a long enough timeline, the survival rate for everyone drops to zero

Half Elves, like Humans, can only take one of the STR enhancements.

If you take the first one, it locks you out of taking the second one. So Horc has +3 STR over a Helf or a Human, +4 STR over Dwarf, Warforged, Elf, and Drow, and +6 STR over a Halfling.

but rememebr - a Dwarf gets enhancements that add +2 to hit & dmg to DA - so in essence, except when it comes to tactics, it's as if a dwarf also had +4 str.

Actually, now that I think about it, a dwarf had +2 enhancements to tactics also. Of course there is the question of how many enhancements you can actually afford...
