I have been using the swashbuckler shield from the event but I am not sure what the best weapon compliment would be. I am thinking seeker +10 rapier (upgrade to GS when I get the ingredients).

Sounds great for flavor. Rapier and buckler, very... traditional PnP.
But to actually give you DDO advice? It might help if we knew what race/class/build/PrE/level you've got going on to answer that question.
It really depends on your build. The best weapon to compliment swashbuckler would be a greater parrying weapon, if you're trying to be tanky. Otherwise, whatever weapon does the most damage. You can't go wrong with the Epic Brigands Cutlass, if you managed to teir3 one of those badboys.
I am using it on my drow cleric and what I'm specifically referring to is the sap effect which the description says happens on a crit. Basically it's a last resort tool that I use on bosses. Already I've saved one bad shroud run with it but I want the best chance of producing the sap effect.
It sounds like you are using piercing, so if you made one, the T3 smallblade from smuggler's rest would be solid until you finish a greensteel. It's a shortsword so you still get your drow enhancements with it, same crit range as a rapier, plus slicing, bleed, and corrosive salt. It's a pretty solid weapon. If you didn't get one or two of these for a drow...why not?
