Poor idea & heres why. I know you are called VIP's but you aren't really VERY IMPORTANT. This VIP Snobbery is what drives away people who are interested in actually playing the game, but have less money then you (or there money is earmarked for other projects).
You aren't a better player because you are a VIP, nor does being a VIP make you a better person. You are not getting a VIP server, so you're just going to have to get use to us dirty smelly F2P players & the slightly less gross premium players.

VIP just means more stuff you never finish, there is nothing special about it.

A VIP-only server would be deader then Dillinger within a week as the novelty wore off.
Yeah, it's easy to romanticize the prospect - but anyone who recalls what the servers were like in the V&M days when we were all VIPS... well, let's just say I hope to never see LFM screens and Who lists that barren ever again.
