Concept/Goals: Raid and Epic healing, full use of offensive spells.
Multiclass progression: Level 1 has to be cleric, the 2 monk levels can come anytime depending on taste (probably after level 6 perhaps).
Alignment: Lawful Neutral
Stats and Race (32pt build):
Half-elf
Str: 16 (8 base + 2 tome + 6 item)
Dex: 18 (10 base + 2 tome + 6 item)
Con: 22 (14 base + 2 tome + 6 item)
Int: 12 (10 base + 2 tome used at level 7)
Wis: 40 (18 base + 4 enhancements +3 tome +2 water stance +6 item +5 levels +1 exceptional)
Cha: 20 (14 base + 2 tome + 6 item)
Ability increase every 4 levels: All in wisdom
Skills : Keep Concentration and UMD maxed at all levels. Put leftover points into UMD and Balance.
Feats (by level): Maximise (1), Half-elf Dilettante: Paladin (1), Monk Bonus: Toughness, Extend Spell (3), Empower Healing (6), Heighten Spell (9), Quicken Spell (12), Monk Bonus: Stunning Fist or Lightning Reflexes, Spell Penetration (15), Greater Spell Penetration (18)
Feat swaps will be useful to have feats such as Dilettante: Rogue, Weapon Finesse and Two Weapon Fighting available for a portion of leveling (perhaps until blade barrier is acquired).
Enhancements (Cleric): Wisdom III, Improved Spell Penetration (II or III), Life Magic IV, Wand and Scroll Mastery (at least II), Prayer of Life II (or I), Prayer of Incredible Life I (or 0), Divine SP (RS prereq), RSI & II, Heal II (RS prereq), Charismam II (RSII prereq), Improved Turning (RS prereq)
Enhancements (Half-Elf): Versatility, Toughness II, Improved Dilettante II, Adaptability: Wisdom, Improved Recovery (II), Toughness II, Improved Intimidate I
Enhancements (Monk): Philosophy (lot's of good choices)
Equipment: Don't use devotion items. Find Superior Ardor clickies. Find a potency VI item to boost up blade barrier when appropriate.
Tips: Turn Undead, Radiant Servant Burst and Blade Barrier should see an easy progression from level 1-20. I can't think of many builds that are easier to level up (besides one with more of a balance between melee and casting but that suffers at level 20 from a lack of specialisation somewhat).

Only thing I would add is careful with stunning fist on the above build. While the DC will be very respectable for it (10 base +10 wraps +15 wis +10 lvl mod = 45) the to-hit with a starting STR of 8 will make it almost impossible to land on any content where stunning fist matters. Also, since you won't be meleeing, you won't be making any ki.
Lightning reflexes or spell focus: evocation is a better choice for that feat slot, methinks.

It's a monk bonus feat so spell focus: evocation isn't an option. Lightning reflexes is an option, and it's a good one. However, stunning fist might be an option situationally.
Possible uses:
1. Against low fortitude, high will, low AC mobs like wizards.
2. Against any mob who has had its AC lowered (held, destructed, unbalanced etc)
3. When the clerics AB can be boosted significantly by items (spectral gloves, divine power, divine favour etc).
Hard to say which will be better between lightning reflexes and stunning fist, probably comes down to personal play style and flavour.
