My experience bat/meter seems to be stuck at 253,126 exp points. Question do you receive experience points for battling and defeating monsters and getting treasure?

The only way (to my recollection) you receive experience points is by completing quests and/or quest objectives (I'm counting explorer area objectives as quest objectives). These points may be reduced on account of repetition or highest party character level, however, potentially to 0.
