Did they remove the "You receive 200% damage from all Negative Energy Effects" from the ToD Pale Master set bonus?

One more quick question... superior potency works will all the negative energy spells.. right?

I'm wondering if I should put the ToD set on my character planner for Wiz. I keep seeing posts about how the set sucks. What else is good for a Pale Master then?
