The farming of turnins and stuff is public (like the mabar event). When Crystal Cove opens, it is "private" -- that is you can solo or group up before entering.
To be honest, I kinda liked the forced public grouping more, but that's probably just me.
Unfortunately for our guild the fact that it is public instance where loot and xp can be earned with non pd players activities means that it is a banned activity, it is too bad they dont allow an option to select a private instance similar to some of the pvp activities.

Well, in that sense, you are kinda stuck. As far as I know, you *need* the compass (to access Crystal Cove when it opens, like Mabar ethereal keys). There are only three ways to get em -- farm the public instance stuff, use the DDO store or buy em from players (last one is a maybe, I didn't check if they were bound but they probably are).
Everything else is earnable in the actual quest (you can always turn in the gems for doubloons)...but with out that compass, you are stuck.
I don't see why PD would stop you though. Find your own private corner and kill away...just be careful to not hit an overlevel spawn or its reroll time.
Yeah, you might also want to split the party up when you're farming compasses and doubloons and run around solo until the cave opens. I've found that if you accidentally get aggro from a high-level monster, you can run away from it and it will stop following you pretty quickly (edit: I may be misunderstanding the objection to the public instance in this case - if so, apologies).
As far as the cave itself is concerned, that shouldn't be off-limits at all to a PD team, I wouldn't think, since unlike the Mabar dragon fight it's a solo or party instance, and not public.
You can collect everything you need to barter for items from the Crystal Cove actually. So as long as PD players get into groups and just run the Crystal Cove you should be okay.
