Irestone with a loot gem or worldwide loot bonus running is currently the best place to find them.
That's with a loot gem running!, they won't drop from level 3 chests.
Ioun Stones drop randomly from level 4-11 chests. That's the level of the chest folks. So a level 4 quest on elite is level 6 quest, minus 3 because chests are 3 below the level of the quest, and you get level 3 base chests on elite.
I see people farming them with no loot bonus from irestone and my heart just goes out
