Transfer between accounts?

Did a quick search and did not find anything on the subject.

I have 2 accounts and would really like to transfer one of my characters from one of them to the other. Not to a different server, same server, just a different account. Is this possible?

I know that I would need an open character slot and any class/race open to play the character but is the transfer even possible? If not, could I get a reason why?

If you can transfer characters from one server to another and bring back characters from a 'deleted' status this functionality should be possible too.

Sadly transfer of characters between accounts is not possible.
( as in Turbine doesn't do it. Technically it's another matter. )

Your characters are stuck in the account they were created on, unless you are willing to delete said character and reroll/re-level him/her on the other account.
