I've wondered this as well, and based on the research I've managed the answer is.... maybe.
Definitely some guaranteed drops like the Vale ingredients seem to drop less on casual.
Definitely for certain items (namely eardweller) which are specifically designed to drop differently at different difficulties. That means that Turbine is capable of doing it.
I'm inclined to think that older named items probably don't drop at a different rate, although I suspect they may drop less on casual (casual difficulty is a relatively recent update).
All the named items drop rarely enough that it is highly unlikely anyone has compiled enough loot runs to get real statistically distinguishible data (it would take literally 100s of runs, at each difficulty).
There is also the possibility that a stealth update will result in different drop rates as well.

Casual definitely has a negative effect on drops such as DT runes, Vale ings, and signet stone pieces. Items such as the Eardweller don't drop at all until Hard. End rewards seem to never change based on difficulty ran on.
Basically, your conflicting responses are the result of conflicting mechanics. There's not really a blanket answer about how difficulty affects drop chances.
Prior to the mod that presented the IQ quests, and then also casual, the difficulty of non raid quests would not change the drop rate of named drops. However, once IQ quests were introduced this changed. Now, it is my belief it only changed for those new quests on and any others introducted after that had named drops. However to be honest I cant be 100% certain that they didnt do some retroactive change to all loot tables, and knowing Turbine they will never admit it unless some miracle occurs and you can the dev who works on loot tables to notice and comment on the thread.

The mod was released pre-shroud, and pre-crafting, and pre epics. So at the time the loot was good. Skiver is still good for casters.

I had it confirmed in game from a GM that vale stones have a 50% chance to drop on casual and 100% on n/h/e. He also mentioned ingredients had a 20% drop rate on casual but did not mention the drop rate on other difficulties.
Absolutely sure. About a month ago I ran Enter the Kobold with a group on casual for flagging purposes and at the end 3 out of 5(6th was a hire) got no rune, one of those being me. Ran it on normal with someone closer to my level because I wanted to try that puzzle again and both of us got runes.
Now that I think about it, I still haven't gone and done the other two flagging quests...
