Cant allocate stat points in char creation

Hi everyone, I have played this game for a little while now and love it. I was creating a toon and just very quickly went through the generation and something new to me happened to me. A screen popped up to allocate stat points, and I had never seen it before. when I actually create a class other than the inital defaults, the creator goes from "race" directly to "look" with out allowing me to allocate stat points. Have a core 2 duo and radeon 4650. I noticed the message about intel users having trouble with UI so I tried to change to directx 9, that didnt help. Not sure why it only gives me the option to allocate stat ponts when I quickly select human fighter...

If you choose a path, you won't be able to distribute stat points.

I also fail to see what having a "core 2 duo and radeon 4650" has to do with this issue either.
