mine is currently level 15 and i solo flagged for reaver. w/ hireling
just take insightful reflexes at 9 and you should be good to go
Up to 15 I have to agree with 18wiz/2rog WF. The new enchantment archmage line is really solo friendly. Past 15 a WF FVS will be able to complete more content and gather more gear solo most likely unless the wiz has a solid amount of supportive gear.
Depends on your definition of soloing: with or without hireling.
With an hireling, fighters or other non situational dps builds work fine. In this case, Intimidate will be very usefull, because it will allow to aggro the mobs attacking your healer.
Wizard/rogue 18/2 are really great (especially WF, but mine is a human and I didn't have any issue, but I didn't try to solo Amrath quests yet).
Exploiter builds (Ranger 18/Rogue 1/Monk 1) are also very good solo builds: good AC (usefull for the content you aim), self heal capacity (wand use then heal scrolls with UMD), trap handling and still a good dps.
Clerics/FvS are nice too, but can lack dps against self healing/highly regenerating bosses.
Bards make very good soloers too. Their dps is decent, they have great CC capacity, even with a low starting cha, and self healing.
There are many others. IMO, the most important to solo is: 1st, a good dps; 2nd, some way to CC (intimidate, fascinate, fw, etc. whatever, but some way to handle the mobs). Self healing is a plus, but not absolutely mandatory if you plan to use hirelings (and you can still drink pots). Trap handling is nice too, but you can bypass most of the traps in the game.
A good UMD is also a big plus when soloing.

From my own experiance I would normally of answered WF wiz/rog or some FvS/ cleric build.
However since running my warchanter bard up I could highly recommend one. Quite sturdy, good heals fascinate if you wade into above your waist..... yea, bards a good choice (spellslinger may well be too, ive never rolled one)
Most fun i had soloing was a pure warchanter thf bard. Who is able to self heal reliable and still bring the pain. This build is awesome and will almost always be welcomed in parties. Long haste/displace. 20-22 long and strong songs. High enough UMD with a shroud item to throw no fail heal scrolls later on. The ability to use various martial weapons with masters touch and be proficient in one of your choice. I tweaked it out a bit for solo play but this is in my opinion the most fun build to solo to 20 in the least amount of time without the monotony of running around a blade barrier.
