Default Wand and scroll mastery, What does "effectiveness" mean?

The only information I can find is this: Wand and Scroll Mastery I: Grants a 25% increase to the effectiveness of your wands, scrolls, and other items that cast spells.

From reading the forums I know it affects healing and damage. What I would like to know is does it affect anything else (duration, caster level, DC, spell penetration)?

    Any information would be appreciated.

    Thank you

    No. Just healing and damage.

It's still very worthwhile even if you're just swinging a cure or repair wand at someone at low levels or flinging Heal/Reconstruct scrolls at someone at higher levels.

    Very true.

I'm planning out a half-elf favored soul with sorcerer dilettante. I was going to try to max it if it did effect other things. I'll still keep a level or two and use the extra APs elsewhere.
