Angel of Vengeance pls - there's plenty of fighters and healing around, but no offensive divine casting to speak of. Pair it with some interesting new divine AOE spells to open up a whole new territory of interesting tactics for groups.
In my opinion this game needs more casting options before more melee options.
The problem of casting divines are not the shortcomings of (pre)classes. It's the lack of tools (read: spells) to do the job.
Even if they were to release a prestige that brings DC to Archmages level, Cometfall will stay niche spell totally outclassed by Mass Hold. Even if they amplified Bladebarriers damage by amazing 50%, kiting epic mobs won't suddenly become a good idea.
Offensive casters desperately need more love but not in a form of a new prestige.
Therefore my vote goes to Divine Avenger. Melee FvS don't need no boost but could certainly use some unique features.

I agree that a very broad rethinking of DDO's offensive casting system is needed, but we have no idea how long that might take or even whether the rethink would necessarily improve things. So I don't think it is viable to put OC prestige enhancements on hold for the foreseeable future.
As to which prestige class should be first, my vote goes to the Angel of Vengeance. My three melee-oriented favored souls (WF, elf scimmy, and 18/2) would love a power boost, but they're all very viable whether or not they ever get a PrE.

Favored Souls are, by their very nature, much more melee focused than other casters. So to my mind the melee PrE makes the most sense to introduce first.
But I completely understand the desire to boost caster sous in comparison, so really I'd be happy with either.
Put me down as impartial with a leaning toward Divine Avenger.

I'm voting for Angel of Vengeance.
I have both types of FVS, but i don't think my melee focus guys are suffering at all, (though Divine Avenger will be a real bonus).
Whereas if i could get just a little boost to DC/Spell pen, or a little boost like spell like ability or some such thing on my offensive casting FVS it would help him the most.

I understand the counter argument and will grudgingly accept if the other PRE comes first. I'm currently convinced that there should be additional options to building melee focused FvS builds aside from being a WF Lord of Blades.
One somewhat accepted build choice in that category doesn't allow variety in building.

Angel of Vengeance for sure with an emphasis towards boosting offensive damage, including hjoly smite, and upping crowd control/debuffs with the alignment based divine spells, "Orders Wrath, Chaos Hammer, etc." AND...possibly delve into the alignment based stuff a bit more for ultimate cc/defuffs in epic content. Now, get those creative juices flowing!
