Phiarlan guild buff not stacking with focus item WAI??

I'm not sure if anyone's noticed this or if it was previously mentioned. If so I apologize. This was on a relatively newly capped wiz.

Last night doing some epics on my wizard I noticed that when I had my guild ship Phiarlan buff and equipped an enchantment focus item, my DC didn't increase like one would think since there's no mention of what type of buff it is. Apparently they are the same buff giving a +1 to your enchant DCs.

To check this I then equipped my newly aquired Dreamspitter (greater enchantment focus, +2 to enchant DCs). With the guild ship buff my DC only went up by 1 and not by 2.

Is this working as intended or was this previously mentioned somewhere?

Its been mentioned since Lama. No dev to my knowledge has commented if this is WAI or bugged. Turbine communication /shrugs

Write a bug report. I will try out the same with my wiz and see if I notice the same.

One thing that may be happening is that the DC bonus is stacking but is not being reflected in the mouse-over. To verify this you would need to take it to the PVP pit.
