Should be DC 48 like other level 8 spells.
These scrolls will be by and large useless except on the very lowest level mobs, due to a save DC of 18.I don't have a zerging problem.

Or just trade for the ones you want - the two or three gems with uses are pretty available in trades and not expensive. (Although that said, levelling a Wizard is still a useful thing to do).
