Go for a WF or dwarf. I'm partial to strength builds myself but start with at least a 14 Wis and 16 Str and use the racial tactics enhancements. Each of those enhancements is the equivalent to +2 in the stat that increases your stunning DC

no don't go WF with a 28 pointer bad enough trying to spread points around to all the stats without taking a penalty. Sure tactics will help the stunning fist but not your ToD or QP.
28 pointer should go dex/wis finesse to cut down on the stat spread.
I suggest halfling

12 str (get a +1 tome somewhere down the line for power attack)
17 dex (get +1 tome by level 18 for GM wind)
12 con
8 int
16 wis (all level ups here)
8 cha
important feats
level 1 TWF , toughness
level 2 weapon finesse
level 6 dodge
level 9 ITWF
level 12 improved Crit : Blunt
level 15 GTWF
grab PA soon as you grab a +1 str tome
skills concentration maxed every level
balance max
tumble , a single point at level 1
jump 3 points at level 1 then 1 point per level

People are always asking about stances.
The situation you are in will tell you what to do: there's no ONE best stance for all possible events.
- If you are scrambling through a corridor of blade traps: Water stance(wis) helps saves.
- Short of ki? Sun stance, and punch.
- Pulling a rusty lever in Tear of Dhakaan? Sun stance for strength.
- Punching out an enemy, and have a full ki bar? Wind stance( dex).
- Tanking vs a swarm of fast hitting Scorps? Mountain stance will build ki, and higher Con helps vs poison.
- Looking for mobilized jumping and movement speed? Jidz bracers and Wind.
- Sitting to meditate for Wholeness of Body? Go Water stance to amp the heals, or use Jidz plus Sun.
One level of monk gives you all 4 basic stances, and all can be used. Flexibility is a hallmark of monkiness-ity.
