The D&D3.5 SRD actually has stats for Kobolds as player characters, look at the bottom of this page: http://www.d20srd.org/srd/monsters/kobold.htm
However I think people might find Str -4, Dex +2 and Con -2 a little too draconian for most players to accept.

I agree there are a few core races from Eberron that should come first, but Kobolds are one of my favorite monsters. And in pnp they are great as a playable race, maybe a bit munchkin~ish with all the new~ish Draconic feats. I think they would be a great addition to the game with synergies with the Mechanic Rogue PrE, and also with Sorcerer. IMO, I would like to se these before Dragonborne, but after shifters, changelings and kalashtar. If I remember correctly Gnomes don't have a big presence in Eberron, even though Gnomes are awesome I think Kobolds would fill the "gnome gap" better in the Eberron setting.
Have special enhancements that can only be choosen if you're a machanic, to improve uppon it. Adding enhancements to the traps they make, or extra damage to gernades they throw.
And with their Draconic bloodlines, tap into that raw power if they're a Sorcerer.

There may be other races that should come first but, as mentioned, Kobolds are already in game with graphics all present and ready. It should be semi easy to make them into a playable race.
That can be altered for DDO ; -2 str, +2 dex , reskinned Halfling? -2 con for an auto dragon lineage feat that gives elemental resistance for their dragon color?
On thing I'd want to see is higher level Dragonwrought feat so Kobolds get dragon wings like FS get their wings.

Animations for Kobolds are already done, and that's the most expensive and time-consuming part of introducing a new race. Half-orcs and Half-elves both required new animations and skins, so I doubt the devs are pushing toward another all-new race--Gnomes, Shifters, Changelings, and Kalashtar would all require brand-new skins and animations (Shifters and Changelings in particular would need a lot because of their shapeshifting). But, perhaps they could introduce Kobolds in between the release of horcs and helves, and whatever race they're planning next. Kobolds would be relatively simple to implement.

That would be exactly what would make a Kobold awesome by the way. They'd be slightly gimped to start with, so only crazy or highly skilled players would play them, yark YARK! Here's another one: make all of them unable to equip humanoid armor, and only able to use the equivalent of kobold docents, I dunno, like a sash or something. This saves on having to create armor models for all the little guys.
We need to see a naked Kobold barbarian with a Greatclub of the Scrag, that would really be Looney Tunes.

Kobolds are one of the coolest races ever, in my opinion. Although it's skewed because I just love reptiles outright, still! I hate seeing the few kobolds that are on the guild air ships and the few in Storm reach that are -obviously- friendly, knowing I'd never be able to get to play them. I give hugs to the favored soul kobold all the time! ^.=.^ There's even an orc fighter trainer in Stormreach before half-orcs were ever implemented. As far as stats go? I'd love to see them stay legit, so yeah, they'd be a little gimped, but that's the fun in it! The challenge of finding the right path for that particular kobold. Though with the Veteran Status those 'gimped stats' would make them more powerful than regular kobolds anyway, just like they make every other race better than the norm.
Merciful Devs, please integrate everybody's favorite lowbie dungeon crawl monster to the player world!

Drow don't have 6 levels worth of Racial Hit Dice. Effectively, a Minotaur is an 8th level character.
Mind flayers are 15th, as an example.

It was a stealth pun, of course, but I do agree that a powered-down, interesting race would be fun for people.
Being weaker physically than a halfling might work, especially since there is more to a player race than just the attribute modifiers. It would all have to be adapted for DDO, of course, but I'm sure it could be made into an interesting alternative.
It could freak people out in intensive anti-kobold quests though, especially if PCs can dress too close to Kobold Shamans, and *sigh* it would probably cost too much too.
