is master's touch broken or WAI?

I cast this on myself and I see in the weapon's description that is has master's touch on it (although the wording seems a bit strange to me), but the icon stating you are not proficient does not go away and the details on the inventory screen does not seem to show what I would expect for a + to hit bonus.

so it is working as intended?


Edit: nevermind I just realized I was trying this on an exotic weapon.
