how come half elves don't get Elven Arcanum like elves do when you take 1 lvl of wiz. It appears that half elves get almost all of the human and elves enhancements except this one (maybe a few others) that I can tell. Why is this? Is it just an oversight or a specific reason?

I would speculate that...
The same reason Drow don't get it, they have limited the enhancement to 'high' elves.
Current TR project -- Anshel life 8 of 20 ending up FVS
Side TR project -- Daciana (life 8 of 14 maybe)(Will be completionist druid)
