So most of the responses here against the OP seem to be focused on the scrolling other toon issue.

So how about...

Grants BAB = character level
Grants untyped bonus to str and con equal to character's int or cha modifier (whichever is higher) divided by three.
No offensive spellcasting allowed while active.

I personally would like to see tensers changed from a self only spell to a regular high level buff that can be used on anyone. I'd actually use it if I could cast it on my party members.
