Default Launcher dies though game runs

I'm getting the following error everytime I launch DDO on a new Win7 64-bit laptop.

The separate task of the actual DDO application runs fine, but there's always this leftover window that I have to close... this message has the attached DDO window that "D&D Eberron Unlimted is already running [Bring to Front]". Hitting okay closes the error and the [Bring to Front] window.

I'm fully updated as far as windows update knows (important and optional). Is this a permissions issue on the launcher? DIdn't see anything in the FAQ or searching for Launcher Issue.

    Just an annoyance currently.

Firstly please open the knowledgebase portal:

In order to access this article which is for a similar error message:

Hopefully reinstalling .net 1.1 and the service pack will fix this.

Thanks for the reply. Forgot to check the KB.

So my computer lists .Net 1.1 as being installed... but does not show the service pack. I downloaded the 1.1 service pack from that link and installed it.
    Two things:
    1. there was an error during install that said 1.1 SP couldn't be installed (conflict with "IIS")... yet it did continue to install once I clicked "OK" to the error.
    2. Even after install, the Control Panel -> Programs list does not show the 1.1 service pack.

All of that done now... it launches without error.
(The machine does have .net 4.x installed as well as Visual Studio Express 2010).

This is the main thing; the SP will not show as a seperate line in the programs and features control panel.
