I'm a bit confused with the tome of vitality selling at DDO store today, does it really give a permanent +10 to a stat like a normal tome does? f.e. +10 charisma or +10 constitution.. Or is it a stat buff ?

Yeah I've posted in the past the combination of the two franchise deals like that can confuse players.
But marketing does what marketing does.

When will I buy the ability to create a level 20 character, flagged for everything?

Considering that stats in LOTRO cap at 650 (and it's not at all unusual to cap stats), the tomes in LOTRO are a bit of a joke compared to DDO. Especially when you realize that stats have far less impact on character performance than they do in DDO.
