If I did a FvS AA it would look something like this. I also wrote up some of the cost/benefits of Divine AAs in general here.
I think fighter is a superior splash to monk as fighter haste boost has a good synergy with human versatility: damage (acquired by going half-elf) and FvS has a good number of action boosts so you could access extra action boost enhancements too. Fighter has more HP than monk. Fighters have good level 1 enhancements, monks have 0. A FvS AA would have 8 base wisdom so wouldn't benefit from zen archery (except for 2.5% doublestrike or +1 damage by spending a bonus feat) or monk AC.
17 FvS or 18 FvS is a big question. Mass Heal is quite good and automatically qualifies you as a decent raid healer without much skill/gear etc. 17 FvS is certainly doable but loses out slightly.
Feats are tight. Zen Archery is not necessary on a dexterity/strength build so a 18 FvS/ 1 fighter / 1 wizard will have the same feats as a 17 FvS / 2 monk / 1 wizard. A 17 FvS / 2 fighter / 1 wizard will have 1 more feat (and +1 strength). Evasion is another matter. I have found with my cleric AA that I don't miss evasion as I can usually move out of the way of most AoE's anyway. Check out the list of feats that I think a divine AA needs at the above link. I think a FvS AA should definitely have IPS.
I agree, +1bab, 12hp, and 15% haste boost isn't worth evasion.
