How to activate item special ability

This may seem trivial, but I can't seem to figure out (or find on the forums) a description of how to activate a weapon's special ability during combat. I have the Ooze guard shield that can do a Blinding Flash 3 times/day. However, how do I activate that ability in combat. I assume it needs to be somewhere on the quick slots, but I can't seem to pull the icon onto the quickslot.

Drag the weapon into the quickslot, not the clickie

I've got the weapon in the quickslot, but if I click that it just equips the shield. How do I get the shield to do a blinding flash on my targeted opponent? Will it automatically activate the special ability as long as an enemy is highlighted?

Once the item is equipped, double click on it in your hotbar and the "clickie" will be activated
