I like the idea of racial past life features. They shouldn't be to powerful though.
Warforged: You were a Warforged in a past life. You ocassionally unzip your pants to make sure your dingalings are still there.

I have been rolling this around in my head for a while, and you know what would be handy, is if this was tacked on (as opposed to needing to be picked) if you played a single race in a series, like if you were a Dwarf* four times in a row, IE: Three Past lives were Dwarf and you picked Dwarf this life, with the starting of the 4th life as the same race, you got the feat add in, so you do not end up, past life dwarf tacked in to a human this life.
Thus, because you are a dwarf, you get the Dwarf Past life feat as part of just having been a Dwarf that many times, and then this stacks for every 4 lives you were a Dwarf, so at life 7 (3 past + 3 Past +1 Current) you get it twice, and then at life 10 (3 Past + 3 Past + 3 Past + 1 current) you get it 3 times, maybe even a title added to the profile, as opposed to Adventure, Champion, Hero, you get Paragon or Prime, or something cool sounding like that.
Thus If you decided to go Warforged 4 (3+1) times and then go human 4 (3+1) times you could get human and war forged but it would take less lives to get just Warforgd twice which would be a minor reward for sticking to a single race.
I think this would be more inline to what a race based feat should be and a really nice bonus for anyone that TR's a lot. I mean, if you played a War Forged 3 times in the past, and are currently a Warforged, you obviously like the Warforged Race and it would be more fitting that you get a past life race feat because of that, as opposed to needing to pick yet another past life in the series.
But that might be just me.

After 15 years of software development, it's clear to me that there needs to be compelling business reason for including a new feature, and it's got to be better than other reasons for other new features. Increasing revenue generally trumps non-revenue generating features. Just trying to make it easier for the developers to make the case for this feature when they bring it up to the DDO line manager.

I would rather see racial PLs not stack like the class PLs do. I.e. if you do 3 PLs as a human you do not get 3 Human PLs. Also, I do not think that racial PLs should be affecting skill points because skill points are something that is related to class, not race. My suggestion would be the following keeping in mind that you can NOT stack these PLs:
Human: +10% Healing Amp
Dwarf: +20 HPs
Warforged: DR 3/-
Elf: +2 Attack and Damage with Ranged Weapons
Drow: +10 SR
H-Orc: +2 Damage
H-Elf: +1 to spell dcs? not sure about this one
Halfling: +2 to saves
This way there would be incentive to try races, but not to grind out racial PLs.

I believe people buying True Hearts from the DDO store, opposed to grinding out 20 Epic tokens is a pretty good business case (explains the completionist feat). Given the number of races and classes and the uneven amount of efficiences to be gleaned easily pairing up a race with a class, would mean probably a few more True Hearts bought. That said I still I think defeats the concept of TR'ing as TR'ing should be a carry over of a person's experience (not referring to XP), not their mortal coil. I like the suggestions though for the Racial TR feats.
