I don't really miss evasion all that much on my pure 20 warchanter, have about 480 hp's only, I don't really invest... anything... into her, and yet I don't really get into many sticky situations.

Yeah...it's worth it if you have the reflex save. My warchanter is twf, so I had a decent starting dex and use a dex and resistance item to boost my save. I would recommend just doing open lock, so you don't have to rob points from more important skills. You can max it at level one and then put off your second level, until you can put max points in it again. The initial 4pts (plus max gear and tools) got me into everything on elite to level 10 and then I took my second level.
It depends on how you want to play your Bard. If you wanna do traps (I like the versatility myself) then Evasion makes a lot of sense. Dwarves also get those nice spell save boosts, which is another plus for Evasion.
If WC3 comes out and its amazing, you can LR or TR into it. If you wanna build a HE AC / intim Bard then that can certainly be done, but it's certainly a different animal than the melee-focused Axesinger.
Keep eMC for your Horc barbarian (you don't happen to have multiple sets, do you?). Evasion is very much worth it on a class that slacks 250-300hp behind fighter.
