Tempest Alactrity and Monks - Question

I am thinking about a 12mnk/6rgr/2ftr or rog... But now I can't remember exactly what was changed about TWF after update 5. As of the last official word I could find (quoted below), a 12mnk/6rgr with windstance3 and tempest1 should be getting 107.5% main hand, and 90% off-hand proc.

But I remember reading that tempest1 +10% was removed, or didn't work with handwraps... Does anyone know for sure?

We're currently thinking of adjusting the numbers to:

Tempest I	0	+10%	100%		90%

* Only when wielding two weapons.

This set switches Wind Stance and Tempest III to doublestrike bonuses, increases the benefits of the TWF feat chain, and adds an additional feat for high BAB characters.

All of the bottom rows assume that the person has GTWF.

U5 was supposed to remove the +10% speed bonus from tempest 1, but did not. Vanshilar's tests demonstrated this.

I believe with U7, that +10% speed was removed in code as well as the description. Tempest 1 no only grants +10% offhand strike chance and the usual shield, to-hit bonuses.

I must have momentarily confused the removal of the "hidden" 10% alacrity bonus (which was removed) with the tempest1 still gives +10% off-hand proc.

But does this tempest1 +10% off-hand proc bonus work with unarmed attacks? I would be very happy if it did.

I'm currently in the middle of a ranger 12/paladin 5/monk 3 build and I just got tempest, tempest abilities do not engage when using handwraps
