anyway, is the seller really "only interested in plat"?, does that even make sense? i mean he cant even carry the sum he is being payed... when you sell this sort of stuff you are looking for the rare items you would buy with the plat anyway....

A 32-bit integer can store 2^32 different values. One of which will be zero. Therefore, for an unsigned 32-bit integer, the maximum value will be 2^32 - 1, or 4,294,967,295. Because of that, the largest amount of money a character can have is 4,294,967,295 cp.
A character can have one of 4,294,967,296 possible amounts of copper, but that's not what was asked.

You can carry it on multiple characters. A VIP has 10 characters, thus a max plat storage of about 43million plat.
I imagine they want the cash because they are broke and it lets them get bids on a apples to apples basis - and then they can go shopping as needed.
How do you compare a bid of 3 flawless red, 1 large DS, 1large stone against 25 blue dragon scales, 2 large DS, 3 large stones.
