Technically you can have magical fireguns just like you have magic bows with magic ammo.
But i'd say mixing powder and magic can have nasty results, the older editions had the trait for malfunction.
But then again they also had potion malfunction and magic has kind of evolved from those days.
Agree with the steam punkyness but for the sake of rules lawyering i'd mention that siege weapons can be made magical, force fields are walls of force and there's various ways to build constructs like the dogs (and titan).
p.s. and speaking about that, at the far end of d&d magic steam punk setting lies the spelljammer, and at that point you do fight with cannons and hand guns, if only because you can't really fire a catapult without gravity.

i still have a small problem the designer states that gun powder doesnt work in this reality. ok fine then those powder kegs need to be replaced with something other than gun powder.
