Epic Wolf Whistle bugged?

Whenever I try to put it on in a public area, it says "You cannot use this item in public areas". I need to go to a quest or an explorer zone to put it on. Annoying if I need to swap to cartouche or whatever.

Is this happening to anyone else?

yes, but since I only use it as a clickie anyway, it doesn't bother me in the least bit.

The Clickie makes a nice little summon since he has a ridiculous amount of hitpoints and lasts a decent time now, but I don't really see how wearing the necklace outside of quests would make any difference.
