If your suggestion would be implemented that could result in a drow wizard with 20 (starting intelligence) + 2 (racial enhancements) + 3 (class enhancements). I am not considering gear, tomes and levelup increases though. That would leave the drow with an advantage of +4 to intelligence in comparison to other races (which translates to an overall +2 to DCs). And the only disadvantage would be just -20 hp for missing two points of constitution (at level 20). A big part of the hp pool nowadays comes from equipment and the toughness feat and enhancements. What incentives would one have to play bards and sorcerors of other races (when it comes down to spell power)?
Actually drow only have +1 higher cha or int, than an equivalent human who spent 2 AP. The problem is that in D&D since there is no difference's between a 46 and 47 stat a human can currently have the EXACT same DC as a drow, only with better enhancements, higher constitution, and a bonus feat.

This change would help to balance the races rather than make things worse.
