As a summary:
Thousands of kobolds, most of it melee trash with about a third casters, spamming magic missile and shooting like 40-point lightning bolts and fireballs.
The kobold melees ought to all have vorpals, and the kobold throwers should throw rogue grenades.
You should also have to protect like a small fort of civillians and buildings, and there could be a bunch of generic NPC warriors as well.
Then it all ends with a boss fight with Kasquik or a Trog King, plus a few optional dragons that are brought in at the same time. It should be a fight against time: the kobold army should overwhelm the city unless you are constantly monitoring them.
I mean, after CC, which was a bit unorthodox in its goals, an interesting quest like this could be fun. I don't like the thought of giving away any kind of good gear; it should be a 'for fun' XP/favor quest or something.
That's all I have to offer I guess.
1) Kobolds and Lizard Men.
2) Deathward. It can just get renewed by the healers. Rogue grenades-maybe.
3) Maybe the bank...? I don't think the Coin Lords care one bit about the civilians (making for another quest idea...).
4) A Lizard King is a monster from AD&D with a Trident that basically has vorpal. It'll take place in the 2,000 Kobold Attack. Kobold Invasion will have... 2 dragons as the boss. Fought one after another. No shrining.
5) Yeah, CC was a bit dull the 12th time. Look, if you're fighting one baby dragon, you deserve some decent loot. 2 Velah-sized dragons...In a row... no shrining... deserves amazing loot. Especially after going through that lag. The lag. The lag!The lag! THE LAG!! THE LAAAAAAAAAAAAAAAAAAAAAAAAAAAAAG!!!!!!!!!!!!!!!

I can see the attraction of some sort of sequel to "Kobold Assault" and a full scale invasion sounds fun, but....
I think you also need to give some thought to the capabilities of the servers to cope with controlling so many monsters at once. I seem to remember that we have suffered major lag problems during special events that put a big load on the server. I think its possible that trying to control 2 billion kobolds at once might crash any machine on the planet.
Perhaps you should give some thought on how to stage various waves of attack in your scenario to limit the number of live monsters at any one time.

Ooooo... I kinda like this idea. Only, instead of it being the Kobold Assault-style defend-the-fortress quest, it could be an invade-the-fortress quest. Fight your way through wave after wave of kobolds to make it to the fortress and get inside.
Yes, yes! I like the idea of the mini-bosses, maybe put them outside on the island, leading the legions of kobolds, or positioned strategically, and then put the juvenile dragon (I like the sound of the black one mentioned) inside the fortress. Perhaps the inside of the fortress could be more dungeon-like, to contrast the island landscape exterior, but a wide-open arena-type interior of the fortress would probably be just as fun.
Stormreach is a prosperous area, there's certainly reason for an up-and-coming young dragon to want to set-up operations nearby.
