Dwarves are still quite capable of dishing out DPS. Especially if you aren't locked in on Two-Handed fighting.

Halflings get -2 Strength, +4 To Hit during Sneak Attacks and +12 Damage during sneak attacks for a total of 20 AP (1/4 of your total AP budget).

Half Orcs get +4 Strength, and +3 Power Attack for a total of 12 AP.

If you are getting your Sneak Attack against an opponent, then you'll have better DPS with a Halfling. Against any opponents with 50% fortification or better and against any opponents that you can't sneak attack, Half Orcs will be provide better DPS.

I agree that Dwarves are capable of dishing out impressive DPS. So are Humans, Half Elves, Drow, Elves and Warforged.

If you're going to look at who provides the most DPS, though, Dwarves ain't it. (Edit: even leaving off any two handed weapon bonuses since Rogues are vastly better off with TWF instead of THF - even if they are Half Orcs.)
