Bard's Cloak is a nice little item, but +6 charisma is easy to slot in (anything with a colorless slot can cover that), and the Stormsinger cloak is only behind by 4 points in Perform. Considering how easy it is to get even a Warchanter's DC to the "mobs fail their save on a 19" point*, the 4 points won't even matter on Epic. Greater Command at DC 15 won't hit anything by the time you can even run VoD, so that's pointless.

So for your -4 Perform and the incredibly minor drawback of having to slot Charisma 6 elsewhere, you gain 1 song/5 minutes on an item you'll actually want to keep equipped long enough for it to work (unlike the rapier), resistance 4, and sonic guard. Overall a win, IMO.

*16 charisma (8 base, +2 tome, +6 item) (+3), 18 ranks in Perform (+18), +11 Perform from the cloak (+11), Greater Heroism (+4), Focusing Chant (+1), total +37 vs. Will with minimum investment. Given that Warchanters can and often do put a few more points into Charisma than the minimum, you'll often have +40 or better.
The new cloak is nice, but at level 20 it'd be competing with Epic Silver Concord's Charisma+7 and +3 competence bonus to charisma skills... are these new items capable of being made epic?
