STR 16, DEX 16, levelup points into STR. You have Bow Strength feat and you also want to use Scimitar (STR based weapon).
More STR = more damage with bow and melee weapons and better tohit with Scimitars. As you are Elf and Ranger, your ending DEX will be just fine (racial and class enhancements).
