Yes, this is the end of ninja-looting. It is the beginning of hypocritical whining from people who want the scroll, however, asking the winner to unnecessarily put it up for a roll.
This is a great change, and I hope nobody gives in to that greed (unless the party agrees beforehand, of course, which is reasonable).

It solves 2 problems
- Who received it?
- No one can reach the scroll (high ledge, pit, etc)
The question of who should be eligible to have it or the group's scroll policy is left to the individuals - where it belongs.
At least no one can deny picking up scrolls anymore. That's the point
I really hope this doesn't go through. It's an outrageous change, it really doesn't do anything to fix the 'ninja loot' thing, infact I'd say it's only going to help the ninja looters and create more of them.
Currently a scroll drops, it belongs to the party and in most cases is put up for roll at the end of the quest unless someone ninja loots it. I've been with a ninja looter once in the 100+ epics I've ran.
With the new system, a scroll drops and is given to a random party member. That party member might not have known they got it (VoN5, Chains of Flame items come to mind). That member might know they got it, but will keep it to sell on. So former people you could trust then become suspect. Instead of the scroll being 'party' loot it becomes 'their' loot to do what they want with it.
If you ask me, this change is just a bandage on a gash. Turbine, leave the scrolls the way as it is, this new system is going to kill PUG epics and cause alot of tension between players and just make getting epic items even harder and more of a grind.

I don't understand what are you trying to say, and how its going to be downgrade. Now, everyone (at least in 100% pugs I'm in) rolls on all scrolls that are dropped, because they see it as chance to get some extra cash.
I hasn't seen official announcment, but as far as I undestand from threads like this, scroll is given to random party member instead of beign dropped by mob as treassure bag, so its only a protection from ninjas, who don't say that scroll dropped and loot it right away. Scrolls are not bound so they can be given away/sold to someone who needs them. I really don't see anthoing bad in this change. Sure, I would prefer devs spending their time on something more useful/important, but I'm not their boss (as none of the forum user) so I can't command them what to do with their time.
