I'm in favor of giving capped players AP for xp. Might encourage them to stay away from lower level stuff.
Combining some of the suggestions mentioned, I was thinking maybe modifying them slightly to this:
1,000,000 XP => +1 Permanent AP, +475,000 total XP needed to reach level 20 for each TR
2,000,000 XP => +1 Permanent AP, +950,000 total XP needed to reach level 20 for each TR
4,000,000 XP => +1 Permanent AP, +1,425,000 total XP needed to reach level 20 for each TR
6,000,000 XP => +1 Permanent AP, +1,900,000 total XP needed to reach level 20 for each TR
So basically, at level 20 you can get beyond 80 AP (I'd cap it somewhere, 4 or 8 extra). If you decide to TR, you begin with those bonus AP from the beginning, however for every bonus AP you start with, the total XP you need to level increases by 475,000 XP (So 1 bonus AP on your first TR would require 3,614,250 XP to level instead of 3,139,250 XP, while 4 bonus AP on your second or later TR would require 6,278,500 XP instead of 4,378,500 XP, but you'd start off at level 1 with 4 AP). XP requirements would increase by 2500 XP every level (+2500 to get to level 2, +5000 XP to get to level 3, etc). If you reach level 20, you can continue to get XP and AP if you hadn't reached the maximum AP allowed, starting at the value needed to reach the next AP (So if you had 2 bonus AP already, upon reaching level 20 with your next TR, you could get 4,000,000 XP to get a third AP).
I think this way it gives you something else to look forward to in epic quests other than ingredients, and those benefits carry over if you decide to TR, however you have to pay for the increased power by having more expensive levels.

Ah. Come to think of it, they've already given us more action points in Update 7, by reducing the cost of skill based enhancement.
Yes. The key isn't giving us more action points, but to keep the cost of old enhancements balanced as new PrEs are introduced. And they've already taken that step with U7.

I think this is a cool idea. It would also be possible to reach these huge levels of xp if there were a type of decay on the repetition xp penalty. That would allow players to leave an oft played quest alone for a while, do other stuff, and then come back to it again and have it be worth decent xp again.
Do this and pretend it's Epic Levels.

I like the idea, afterall a 20th lvl char with uber gear and beefed up stats is NOT going to be significantly different from a 20th lvl char with uber gear and beefed up stats and 4-6 extra AP and that same capped toon will not be much more or less powerful than a TR'd char with uber gear and beefed up stats. Basically, in the end its all about making your character as awesome as possible, AND being rewarded with character improvement from grind and quests. Whether that reward comes from better gear, past lives, tomes, favor rewards, etc; we should all be rewarded for our time and effort. My question IS once you have an awesome, uber geared, capped character with past lives or not, what are you supposed to do with her? My suggestion - a Stormreach nightclub for capped and retired toons, partying on the wealth of their adventuring careers. =P
