I would skip Haggle and put the points into Intimidate for the mass debuff Barbarian Intimidate enhancement to make trips and stuns land much easier, but that's simply my own preference.

If you solo a lot, skipping Haggle to put the points into Heal can help you a lot.

I'm assuming that you don't have a shared bank account and a toon with the decent Haggle skill that can sell all of your stuff, which is why you want the Haggle on this toon?

Well got a shared bank account but simlpy to lazy to trade items over. But then again intimidate might be a better way to go. Any other tips on how to improve it? Still thinking about taking that last improved PA.

I would lower con by 2 and add 5 dex and 1 int. +3 reflex will save your life a lot more in the long run than 20 hitpoints, +2 int tome will take you to 10 total for another skill point.

Unless you only use a Min II, drop toughness for Imp Crit: Slashing.

You were doing well until you told the Barb to drop the Toughness feat....
Dropping GTHF is a much better idea. And drop Stunning Blow in earlier. It's awesome at low levels when the mobs don't have great saves. It's less useful at 18, in Amrath, where everything has great fort saves.

On a barb toughness is a toss up

You can get 700+ raging and 550ish without buffs so its really just extra padding when not raging

Every class has it's own survivability factor.
Clerics and FvSs can heal themselves.
    Rogues and Bards have UMD.
    Paladins have LoH.
Fighters can spec to be AC tanks.
    etc etc etc
Barbarians have heaps and heaps of HP.

By recommending he not take toughness, you are recommending he give up 82 hp. That's how much a Toughness feat is worth to an Half Orc Barbarian. 82 hp.
A Barbarian without Toughness is like a Wizard without Maximize.

Everyone needs HP for survivability. Even is a clr or FVS can self-heal, they still need around 450+ hp. Paladins need hp too. Everyone needs HP. Having 700+ hp is alright on a barb. If you need toughness to break that thats cool, otherwise you really don't need it.

Toughness is completely unnecessary once you have the gear. If you're poorly geared I can understand your argument.

I like having a third glancing blow and 10% more glance damage, thanks.
