Is that the only way? Any suggestion for any quest that may drop it more often than others? Does it drop in every difficulty?

Items like that will drop anywhere. There isn't really one place better than the rest. The only thing that could make one quest better would have a large amount of chests in a short amount of time, like Delirium.
