Do I need to empty my cache if I TR'd then I am going to LR(because I made a mistake)? Or can I keep my cache an is and it will still be there after I LR my character.

Nope. It all stays. You may LR freely, and the bank will still be there.
If its not, its a bug, report it. But I've had no issue with such.
